One of the ‘subjects’ is suing the EPA for $2,000,000. He had no pulmonary symptoms before this experiment on him and others but now he has a persistent cough and other respiratory ailment symptoms.

If you recall, the EPA piped the exhaust of a diesel truck into a building housing the subjects. They breathed this plus added air. There was consent but it was not informed consent. The subjects believed this experiment would not be harmful.
